The result of several years of conflict between the home network platforms and Sed and Sima seems to be ending in Sed and Sima’s favor. Last week, managers and representatives of the platforms had a meeting with Deputy Minister of Guidance Seyyed Mohammad Hashemi to review the resolution of the Supreme Council of the Cultural Revolution. The Supreme Council of the Cultural Revolution in the single article “Determining the requirements for the organization of the field of universal audio and video” has approved that radio and television is the body overseeing the platforms of universal audio and video: “The responsibility for regulating, issuing licenses and monitoring active media in the field of universal audio and video , including user-oriented and publisher-oriented media (VOD) as well as the home television network, especially the production of TV series and programs and the like, is the responsibility of the Sedavsima organization.

Also, the responsibility of issuing licenses, monitoring and regulating advertisements and advertisements in the field of surround sound and video will also be the responsibility of Sedavsima. In addition, the Supreme Council of the Cultural Revolution has entrusted the production and live broadcasting of programs and issuing the license to monitor “live broadcasting” in the virtual space exclusively to Sedavsima.

This decision and approval was so shocking that the CEO of Filmnet Alireza Sartipi in the meeting with the Deputy Minister of Guidance considered it a decision of the people like gasoline: “There was no discussion with us at all.” We went to the Cultural Revolution Council and they said that everything you say is true and they said that we are behind you, but a resolution is coming out of the Council that we have no knowledge of and we have not been talked to about it. This is the life of business, otherwise it will find its own way.”

Mohammad Javad Shakuri Moghadam, a member of the Board of Directors of the Association and the CEO of Aparat and Filmo, believes that both in the government and in the private sector, everyone knows what the problem is, and everyone says that broadcasting is not the right guardian for this work because there is a conflict of interest: “You can study and As it is done in the world, he raised two by two in the meetings. Despite the fact that everyone knows the problem and is aware of the consequences of radio and television regulation for the field in which it is the beneficiary, despite the fact that the members of the parliament are also critical about this, the regulatory task is still considered for radio and television. In the words of Saeed Rasoulov, a member of the board of directors of the association, perhaps there is an attitude and thinking in the governance group that the issue is being ignored: “Maybe our expectation from the Ministry of Culture and Islamic Guidance was to play a serious role, and if the private sector was provided, good things would happen. Until now, they emphasized the illegitimacy of Satra, which is the regulatory arm of Sed and Sima, and said that Sed and Sima cannot be both a beneficiary and a legislator and regulator. Satra has been pressuring these platforms with various levers over the years, from blocking the payment gateway to demanding filtering to gain a foothold. If the resolution of the Supreme Council of Cultural Revolution is passed in the parliament, the monitoring of radio and television will become legal. Of course, Sed and Sima already consider their regulation on the field of universal sound and image as a part of the constitution. On the other hand, they say that the definition of sound and image is universal, which is problematic. In the end, the matter is clear, it is the audience of the home television network surpassing that of radio and television and the decline of this medium, which has ignited the interference of radio and television in this field.
