In the fourth meeting of the strategic working group and formulation of the operational model and general regulations for the protection of children and teenagers in cyber space, the Minister of Communications unveiled the children’s internet project. Apart from the web search space, the front page of the site guides mothers and fathers to control their children’s access: “Using one of the following methods, you can manage your children’s access to various Internet sites.” Dialing *#456, downloading the 456 child management Android application, and using color-coded websites are suggested methods for parents.
The sites suitable for children are classified in four color categories, although an explanation of what each of these colors means is not provided on the site, but it seems that the leveling is green, white, yellow, and orange, respectively, from more to less control.
Previously, in July 1401, the spokesperson of the Ministry of Communications said about the list of sites suitable for children, if families have a request to access another site for their children, they can send their request in the form of a message to the content team. In this case, after checking, if the request is suitable for all families, this site will be added to the list, and otherwise, that family can open access for their child.
The children’s internet project was implemented in line with the document on the protection of children and adolescents in cyberspace and its purpose is to separate the access of children from other age groups. This plan is also mentioned as one of the examples of internet specialization in Iran.
The document on the protection of children and teenagers in cyberspace was on the agenda of the Supreme Council of Cyberspace since 2018. The issue of cyberspace security for children and teenagers and their protection in this space is the concern of many child activists, but the publication of this document in the media drew criticism from experts. For example, they had mentioned ignoring the protection of children’s data and not listening to the demands of the active civil society in this area in the drafting of the document. Also, content management and children’s access are defined in this document for people up to the age of 18, and finally, this document was approved in June 1400 by the Supreme Council of Cyberspace, and the production of controlled content for this age group is one of the goals of this document.
The sites that have been introduced to families with the launch of children’s internet show the result of efforts to produce content for children, which is in line with one of the content goals of the document, namely Providing a special space in the framework of Islamic-Iranian culture.
