Satra’s interventions in the home television network, which have been created in various ways in the past months, from suspension and filtering to the cancellation of this mode and interference in the VODs’ trade union affairs, now as it is said by the head of the Steering Council of the Iran Universal Audio and Video Media Forum (Rasta) comes to the intervention and determination of duties for the conductor of the programs of the home show network through this assembly.
The public relations of the Organization for Regulation of Inclusive Audio and Visual Media in Cyberspace (Satra) in the report published on the 13th meeting of this forum quoted Mehdi Shamlou, the head of the Steering Council of the Inclusive Audio and Visual Media Forum of Iran (Rasta) as saying:
ISNA In the quotation of this news, it has been mentioned that apparently Rasta’s decision to determine and adjust the broadcast schedule of home network programs is specifically about the production and broadcast of “Mafia” programs or programs with the content of strategic games in the style of mafia games, such as ” “Secret Army”, “NATO” and “Anti” which are produced and released on various home theater platforms.
Stating that the purpose of Rasta Assembly is to “provide the interests of stakeholders and users”, Rasta’s mission is to design a specific framework for determining the broadcast schedule of home viewing platforms. According to what Isna wrote, the purpose of designing this framework and entering directly into the issue of determining the broadcast schedule for VODs is that “from now on, we will not see similar programs broadcast simultaneously on the home network.”
In this way, it seems that Rasta Assembly, which was criticized since its establishment in May of this year, now, as predicted, intends to increase the supervision of the home television network as one of the arms of Satra to the point that even the conductor of these platforms also pick
Rasta was formed by the decision of the Universal Audio and Video Media Regulatory Organization (Satra), affiliated with the Broadcasting Corporation, with the aim of “more interaction between industry activists and regulators to contribute to healthy content and sustainability of the industry” but even before the formation and The selection of the members was also opposed by the activists of the home television network.
In a statement, these activists objected to the formation of Rasta, as a group in the trade union affairs of the home television network, and wrote about this action of Satra: “Regardless of whether Satra has the permission to form such a commission or not, that group, instead of entering trade union issues and the establishment of organizations known as Rasta should be invited from this association to carry out matters related to the representation of the private sector in cases where it is needed. Secondly, it is considered as one of the governing bodies with public budget of the country, and it intends to form a guild for the private sector.
In the final part of the mentioned statement, the union members called Rasta’s home viewing platforms “illegal and anti-union” and were worried about Satra’s decision to form that tool.
Rasta’s first controversial decision
Now, with the first controversial decision of Rasta, which was announced by the head of the strategic council of this forum and set the broadcast schedule for VODs on the agenda, it seems that the activists of the home theater field are concerned about the formation of this forum in line with the monitoring goals that Satra has in mind. It was not without reason.
Although “providing the interests of the beneficiaries and users” has been declared as the goal of this action in order to prevent the preparation and broadcast of similar programs, but the question is raised that basically, the production and broadcast of several entertaining programs in the form of games with content that has differences in the scenario and form of implementation They exist, what benefit does it endanger or what right does it lose?
Many programs in different media, including radio and television programs, are produced and broadcast in the Broadcasting Organization, which have similarities in form and content, but there is no objection to them; This is despite the fact that all these programs are made in one organization, namely the Broadcasting Organization, and the cost of their production is provided by a single budget.
Conversely, why shouldn’t the various home theater network platforms, which are mostly privately owned, be allowed to produce similar formats or content? If the issue is the simultaneous broadcast of these programs that have a similar format or content, it is necessary to note that this issue does not necessarily violate the rights of the beneficiaries and users, because according to the coordinates and characteristics of the home display platforms, The simultaneity of two programs does not necessarily mean that the audience has to choose one of them to watch, but they have the option to access and watch these programs whenever they want.
One of the advantages of various home theater platforms is to create an environment that, on the one hand, offers many choices to the audience and users, and on the other hand, by creating a competitive arena, it helps to increase the quality of creations and products of different platforms. In such an environment, setting the broadcast table with the aim of not repeating the same programs creates the concern that this competitive environment will be lost. Isn’t it more necessary to “secure the interests of beneficiaries and users” against such a threat?
Are you worried about losing the rhyme to a competitor?
Earlier, the conflict between Satra (as a subsidiary organization of Sed and Sima) and Home Show Network was over the serials. The experience of recent years shows that home show series are more popular with the audience and have been more successful in attracting the attention of viewers.
It has been a long time since a series of radio and television has not made noise among the audience and it has not been mentioned in the circles, but there have been examples of home show network series that, in addition to attracting the attention of the audience, have been able to have significant visits as evidenced by the traffic consumption of the platforms.
Due to the fact that programs with the form and content of the mafia game have been created and published on VODs after the production of the “Citizen and Mafia” competition on the radio (in 2018, which is still being produced and broadcast), and some media have statistics of more popularity. The mafia of the home show network has published more than the mafia of Sed and Sima, it is not unlikely that Rasta, as an arm of Satra and a subsidiary of Sed and Sima, intends to take action against the popular program of rival media.
Ever since Sed and Sima started forming a council under its supervision to monitor its private sector competitor, it has shown that it intends to impose restrictions on the home television network due to the concern of jeopardizing its many years of monopoly.
